Scatter Arc would be a great addition to a control deck in Magic: the Gathering, as it provides both a counter for noncreature spells and card draw, which are essential for maintaining control over the game. While Scatter Arc is a solid card, there are arguably better options like Counterspell or Mana Leak, which offer more versatility and efficiency. However, Scatter Arc could still see play in decks looking for additional counter options or in limited formats where card pool options are limited.
