This card, Fill with Fright, would benefit a control or midrange deck that focuses on disrupting the opponent's hand and gaining card advantage. While it provides a decent effect of making the opponent discard two cards and allowing you to scry 2, there are better options available such as Thoughtseize or Inquisition of Kozilek which offer more immediate and impactful hand disruption. Fill with Fright could see play in budget decks or casual settings, but in competitive environments, it may not be the optimal choice compared to stronger alternatives.
