Tidewater Minion would be beneficial in a control deck that focuses on stalling the game and controlling the board. Its ability to untap target permanent can provide utility in tapping down opponent's creatures or lands, while its ability to lose defender temporarily can surprise opponents with unexpected attacks. However, there are better cards like Pestermite or Deceiver Exarch that offer similar untapping abilities with additional benefits, making Tidewater Minion less likely to see play in competitive Magic: The Gathering decks.
