A deck that focuses on casting a high volume of noncreature spells, such as a control or tempo deck, would benefit from using Whirlwind of Thought. While the card draw can be valuable for maintaining card advantage, there are more efficient options available, such as cards like Rhystic Study or Mystic Remora. However, Whirlwind of Thought could still see play in certain decks that can take advantage of its ability to draw cards consistently.
