The Celestial Enforcer card would be beneficial in a white-blue control deck that focuses on flying creatures, as it can tap down opposing threats while also synergizing with other flying creatures in the deck. However, there are potentially better options available, such as Deputy of Detention or Reflector Mage, which offer more versatile removal options. While Celestial Enforcer has its niche uses, it may not see widespread play in competitive Magic: The Gathering decks due to its limited scope of abilities compared to other options.
