Ulcerate would be beneficial in a black aggro or control deck looking to remove small to medium-sized threats efficiently, especially in a meta with a lot of creatures with toughness 3 or less. While Ulcerate is a strong removal option due to its low cost and instant speed, there are potentially better options like Fatal Push or Dismember that offer more flexibility or value. Whether Ulcerate should see play depends on the specific deck's strategy and the current metagame.
