This card, Wheel of Torture, would be beneficial in a deck that focuses on disrupting the opponent's hand size, such as a discard-heavy strategy. It can be particularly effective against decks that rely on having a large hand for their game plan. However, there are more efficient cards like The Rack or Shrieking Affliction that consistently deal damage based on hand size without the need for upkeep triggers, making them better options for this type of strategy.
