Avacyn's Judgment would be beneficial in a red aggressive deck that aims to apply early pressure and finish off opponents quickly. The flexibility of being able to choose how to divide the damage among targets can be useful for clearing blockers or dealing direct damage to the opponent's life total. However, there are better cards like Lightning Bolt or Skewer the Critics that offer more efficient and consistent damage output, making Avacyn's Judgment less likely to see play in competitive decks.

Cards are discarded in a Magic game only from a player’s hand. Effects that put cards from a player’s library into that player’s graveyard do not cause those cards to be discarded.

Madness works independently of why you’re discarding the card. You could discard it to pay a cost, because a spell or ability tells you to, or even because you have too many cards in your hand at the end of your turn. You can’t discard a card with madness just because you want to, though.
