Seize the Initiative, Instant, designed by Steve Argyle first released in Oct, 2010 in the set Scars of Mirrodin. It's currently being selled by the minimum price of $ 0.35.
The Seize the Initiative card would benefit an aggressive white weenie deck looking to push through damage quickly with small creatures. While it provides a temporary boost and first strike, there are potentially better options like Giant Growth for a similar mana cost that provides a larger boost permanently. However, Seize the Initiative could still see play in decks that value the first strike ability for combat tricks or to surprise opponents.

A creature that gains first strike after other creatures with first strike or double strike deal combat damage in the first combat damage step will still deal damage in the second combat damage step.
