Edifice of Authority, Artifact, designed by Florian de Gesincourt first released in Apr, 2017 in the set Amonkhet and was printed exactly in 4 different ways. It's currently being selled by the minimum price of 0.94.
This card, Edifice of Authority, would be beneficial in a control deck that aims to stall the opponent's creatures and disrupt their strategy. While it provides a versatile form of creature control, there are potentially better options available such as cards that offer permanent removal or more immediate effects. However, Edifice of Authority could still see play in certain metagames or strategies that value its unique abilities and incremental advantage.

Activated abilities contain a colon. They’re generally written “[Cost]: [Effect].” Some keyword abilities are activated abilities and will have colons in their reminder text. Triggered abilities (starting with “when,” “whenever,” or “at”) are unaffected by the last ability of Edifice of Authority. Notably, exerting a creature isn’t an activated ability.

Edifice of Authority can’t be used to undo an attack or block once it has been declared. Its abilities must be activated no later than the beginning of combat step to stop a creature from attacking, and no later than the declare attackers step to stop a creature from blocking.
