This card would be beneficial in a white weenie or token-based deck that focuses on swarming the board with multiple creatures. While Imperial Oath provides a decent value by creating three 2/2 white Samurai creature tokens with vigilance and allowing you to scry 3, there are potentially better options such as Secure the Wastes or Spectral Procession that offer more immediate impact or flexibility. However, if your deck specifically benefits from the Samurai creature type or requires scrying, Imperial Oath could still see play in certain situations.
